This
is the story of two friends working in the same department on the cream post
(terminology used for the post where ‘under table’ income is several times
better than the payment). Both has join the department in the same batch. one of them followed the honest path , always
tried to stick to principle ;another one by sensing the atmosphere around him ,
relinquish all his principles which are framed prior to joining the department
and totally tried to accommodated the demand of hour.

Now after completion of 25 years duty
who will turn right? No doubt;
principally former was totally right while the latter one has a stamp of
corrupt.
Ok ! Every one will praise the
person who followed the principle throughout his carrier and all will remain
credited in his account. But what about the real ground result? Reality is that
the former one is struggling for giving his child education despite of securing
good marks? Running from pillar to post for education loan. Forced to sacrifice
medical admission due to lack of money. On the contradictory , the person who
wrapped all his principles and followed the corrupt path has everything at his
step. He paid money as per demand of institutions / private classes right from
KG to PG and fulfilled his dream of making his average kid a MD Doctor having
well furnished hospital .
Off course, both followed the “Gandhi marg”. Former one by following the
Gandhiji’s principle while later one by following the ‘Gandhi’. These are the
representative examples of society. Overall, In real life the ‘right’ person
turned ‘wrong’ simply because of our
education system which is prone to corruption. Even though these are the
representative example, such is the case of most principle followers. One may
not like such conclusion but it’s a fact and parcel of today’s educational
system. It’s very unfortunate that ‘the education which is weapon of nation
which is useful for fighting against corruption is itself getting corrupt day
by day’.
To change this scenario, by bringing our
current educational system under scanner of telescope the Government should act
strongly and actively. Otherwise the slur and stain of “prone to corruption” on
education system will get darker to darkest in future.
Reasons behind “Education Mess”:
Un –transparent allotment of educational
institutes, lack of transparency in financial transactions , Deliberately kept loopholes for favoring
management , teeth less laws , upper
hand of politicians turned
educationalists and corrupt education department of state as well as center are some of the basic reasons behind recent
mess in education.
Despite of having all details about the
things which favors corruption in education the education department has
deliberately kept pre-primary section par from law.
Unauthorized
Pre-primary Section root cause of corruption:
In spite of
implementation of RTE, the Pre-primary section is still unauthorized as on
today also. Govt doesn’t have any control on it. Because of this, as we all are
aware of fact that “without donation, No admission” is unexpressed logo of KG
admissions. It’s a well known fact from citizens to education ministers. To
overrule this, firstly Govt needs to authorize this section by law and there
after frame the structure of it. 15 days before the academic year starting,
lottery based admissions can be the best solution of this problem.
Portrait is not much different for 1st to PG section also. Non –aided educational institutes right from primary to PG,
Engineering and medical are the “mines of corruption” in the country.
Even though it is portrait that the private institutes are far better than govt.
institutes the reality speaks different. As per the latest District Information
System of Education(DISE 2013-14)survey conducted by Sarva Shiksha Abhiyan
(Mharashtra) private schools, aided and unaided both, are worse than the
institutions run by the Govt. and local bodies. As against 28.6 % state and
local body run schools, only 8.2 % private aided and 12.6 private unaided
schools meet the basic norms framed under RTE.
Not only this, major colleges
affiliated to Mumbai university don’t have regular principals. Every corner of
education is flooded with negativity. In
last 3 decades there is huge increase in number of educational institutes
(quantity) but in that wave “quality ”remains unattended. To concentrate on
quality is need of hour.
Possible
remdies:

Allotment committee:
Under
the chairmanship of educational commissioner there should be state level
committee for allotment of educational institute (KG to PG). Committee should
first physical check all the infrastructure available relevant to application
seeking permission for institute. After fulfillment of all infrastructure
permission should be granted. This is the best way to overcome political influence
for allotment of institutes.

Transparency in financial transactions:
For all educational institutes it must be mandatory to make all financial
transaction available on website of concerned institute. Due to lack of
transparency even though expenditure is common for all sections (ex. E-learning
facility common for primary and secondary) ,by showing it for special section
same expenditure is recovered from all sections separately. Several such loopholes
are used to exorbitantly to collect money from students. By baring cash
transactions and making all transactions mandatory by cheque / DD/
e-transactions , financial predation(loot) can be curb.

Centralize recruitment: for
quality education all the posts of teachers, lecturers , professors must be
recruited through centralize system of state government in private aided,
unaided and government institutes . Along with this inter institutional
transfer in 3 years; intra institutional
transfers must be made after 6 years.

On line admission system: Right
from KG to PG centralized online admission process must be started in all wings
of education system. This will strongly help
to curb all illegal activities in admission of engineering and medical
in private colleges.
Off course, there are several
ways to make educational system free from illegal activities and to improve the
quality of education but main problem is
the “lack of will power”. Most of the institutions are directly or indirectly
belongs to politicians which are responsible for policy decisions. By virtue of
this corruption free, transparent and quality institutions is becoming a
NIGHTMARE day by day. To make separate “planning section” under genuine well
known educationalist and allotting only ‘implementation’ to existing education
department will turn the best solution. For implementation of all that mentioned in this article social awareness
and social agitation must.
It is said that ‘education plays vital role
for human being in choosing the “right path” in every era of life ’ .
Unfortunately this will turn myth till , due to corruption prone education
system “right persons turns wrong” as mentioned at the start of this article.
